Win32 xFiSH.dll tested with X-Chat 2.4.x - 2.6.7. Contains my minor modification to use xchat_emit_print() as opposed to xchat_printf(). This allows for other xchat plugin interfaces to capture decrypted text for whatever purposes but does break the nick decorations of encrypted speakers.

This FiSH encryption add-on for xchat is not released under any license, but does make use of components that are GPL (xchat/irssi) as well as some with Single User Developer Licensing (MIRACL). This leaves FiSH in a relative grey area and most likely means that distribution of it in binary form is violating someones copyright. Read more on the issue below:
